CRTC - Canadian Radio-Television and Telecommunications Commission

The CRTC is an independent federal agency whose mandate is to supervise and regulate Canada’s broadcasting system with a view to implementing the broadcasting policy set out in the Broadcasting Act.

As part of its mandate, the Commission attaches conditions to the licences of conventional television, pay television and specialty television services that require them to broadcast certain amounts of “Canadian” programming. In this regard, the Commission has established a set of criteria that it uses to define what constitutes a Canadian program for the purpose of assessing compliance with these conditions of licence.

Domestic programs as well as international co-ventures and co-productions that fulfill the criteria will qualify as Canadian programs and will then be eligible for broadcast by a licensed television undertaking as a credit towards meeting its conditions of licence. The criteria are set out in Public Notice CRTC 2000-42, dated March 17,2000, which is available on the Commission’s Web site (www.crtc.gc.ca) under “Publications”, -“Reports”,- “Broadcasting: Canadian Program Certification.”
