CRTC - Canadian Radio-Television and Telecommunications Commission
The CRTC is an independent federal agency whose mandate is to supervise and regulate Canada’s broadcasting
system with a view to implementing the broadcasting policy set out in the Broadcasting Act. As part of its mandate,
the Commission attaches conditions to the licences of conventional television, pay television and specialty
television services that require them to broadcast certain amounts of “Canadian” programming. In this regard,
the Commission has established a set of criteria that it uses to define what constitutes a Canadian program for the
purpose of assessing compliance with these conditions of licence.
Domestic programs as well as international co-ventures and co-productions that fulfill the criteria will qualify
as Canadian programs and will then be eligible for broadcast by a licensed television undertaking as a credit
towards meeting its conditions of licence. The criteria are set out in Public Notice CRT C 2000-42, dated March
17,2000, which is available on the Commission’s Web site (www.crtc.gc.ca) under “Publications”, -“Reports”,-
“Broadcasting: Canadian Program Certification.”

SODEC
SODEC’s mission is to promote and support the establishment and development of Québec cultural enterprises,
including the media, on behalf of the Minister of Culture, Communications and Status of Women. SODEC
enhances the quality of cultural industry products and services making them more competitive in all markets. As
a one-stop center, SODEC has different means of supporting cultural industries. Using these tools on a complementary
basis, SODEC focuses on the applicants’ business plan in an effort to support the production, distribution
and export of Québec cultural products.
The variety of tools at SODEC’s disposal enables the agency to adapt to different business situations. Thus as part
of its financing activities, SODEC offers loan guarantees, loans, revolving credit or stock investments under conditions
that it determines. Québec companies involved in film and television production, recording, variety shows,
book and specialty publishing, the arts & crafts and multimedia can also receive financial support from SODEC in
the form of grants, repayable funding or investments. SODEC also administers Québec Government tax credits
available to the cultural sectors.

TELEFILM CANADA
Created in 1967, Telefilm Canada is a federal cultural agency dedicated to the development and promotion of
the Canadian audiovisual industry. Telefilm Canada is a Crown corporation reporting to Parliament through the
Minister of Canadian Heritage.
The Corporation acts as one of the principal instruments for providing strategic leverage to the private sector,
supplying the film, interactive media and television industries. Its role is to foster the production of Canadian
films, interactive media and television products that reflect Canadian society, with its linguistic duality and cultural
